Elite is comes with a 120/250 gig Harddrive. The arcade doesnt have any Hard Drive Storage, however new models have 512meg of internal storage for game/profile saves.

Okay so for example if my elite broke would I be able to buy the arcade console only without all the games and whatnot and use that as a replacement seeing as I have a hard drive already?

Yes, though you would need to transfer the licences for the XBLA games / DLC to work with the new Xbox360 in offline mode - done through the xbox.com website (and you can only do this once a year)
